For most activities, no. Free zones have always permitted 100% foreign ownership. Mainland companies can also be 100% foreign-owned in the majority of sectors following the 2021 Commercial Companies Law amendments. A small number of strategic activities retain local shareholding requirements.

Free zone companies offer 100% ownership, simplified setup, and zero tax advantages, but are restricted from trading directly with the UAE domestic market. Mainland companies have full access to the UAE market and can bid for government contracts, but require a physical office and are subject to UAE Corporate Tax on profits above AED 375,000.
